Why are Norway, Finland and Sweden no longer free for Pakistanis?

Norway, Finland, Sweden and Denmark charge tuition to students from outside the EU and EEA. Finland introduced non-EU fees in 2017, Sweden in 2011, Denmark in 2006 and Norway from autumn 2023. Can learning the local language make a degree free?

Yes. Czechia and Poland charge no tuition at public universities for degrees taught in Czech or Polish, whatever the student's nationality.
