Studying in Germany means enrolling at a state-recognised German university on a national student visa and residence permit. For Pakistani students, Germany offers tuition-free public degrees, more than 1,600 English-taught programmes and an 18-month job-seeker permit after graduation, in return for strict grade rules, a blocked account and long embassy waiting times.

German higher education is run by the 16 federal states, so fees and some rules change from state to state. The DAAD, Germany's academic exchange service, has an office in Islamabad and publishes the official eight steps to Germany for Pakistanis.

Why do Pakistani students pick German universities?

Pakistani students pick German universities mainly for zero tuition at public institutions, strong engineering and computer science programmes, and a clear path from degree to job to permanent residence. A German Master's can cost half the total of a UK or US Master's, and graduates can work full time for 18 months while job hunting.

Popular Master's courses for Pakistani students include Computer Science, Data Science, Electrical Engineering, Mechanical Engineering, Mechatronics, Renewable Energy and International Management. Private universities: fees, scholarships and programme levels

State-recognised private universities charge about €10,000 to €15,000 a year, and the first-year fee is usually paid from Pakistan before the visa file. Many offer tuition scholarships of up to 50%, which lowers that first payment.

Private universities run Bachelor's (UG) and Master's (PG) degrees, foundation and pathway programmes, and diplomas. Students with weaker grades or no English test often start on a foundation or pathway route.

What does Germany require after FSc, A-Levels or a 16-year degree?

Germany treats Pakistani FSc as below the German Abitur, so FSc students need one year of a related degree in Pakistan or a Studienkolleg before a Bachelor's. A-Level students with suitable subjects can enter directly. A Master's requires a 16-year Bachelor's from an HEC-recognised university in a closely related subject, usually with a CGPA near 3.0.

Bachelor's entry after FSc or A-Levels

  • FSc / ICS / I.Com: not equal to the Abitur, according to DAAD Pakistan.
  • Route one: complete one year (two semesters) of a related Bachelor's at a recognised Pakistani university, then apply.
  • Route two: attend a one-year Studienkolleg in Germany and pass the Feststellungsprüfung exam.
  • Studienkolleg teaching is in German, so B1 German is normally needed even for later English-taught degrees.
  • A-Levels: direct entry is possible depending on the number and subjects of the A-Level passes.

Master's entry after a 16-year degree

A 16-year BS, BE or BSc (Hons) in a matching subject is the standard entry for a German Master's. A 14-year BA or BSc is almost never accepted, because German universities want around 240 ECTS-equivalent credits from four years of study.

Universities check the institution's status on anabin, where a Pakistani university should show "H+". The uni-assist rules for Pakistan also ask for the minimum passing grade of your degree, which is used to convert your CGPA.

How the modified Bavarian formula converts your CGPA

German grades run from 1.0 (best) to 4.0 (pass), so universities convert Pakistani results with the formula: German grade = 1 + 3 × (best possible − your grade) ÷ (best possible − minimum pass). A CGPA of 3.2 out of 4.0 with a 2.0 pass mark becomes 1 + 3 × 0.8 ÷ 2, which equals a German 2.2.

No APS certificate for Pakistan

The APS document check applies only to applicants from China, Vietnam and India. Pakistani students skip that step and send HEC-attested and IBCC-attested documents directly.

Do you need IELTS or German to study in Germany?

Pakistani students need IELTS Academic (usually 6.5) or TOEFL for English-taught German programmes, and German at C1 level (TestDaF or DSH) for German-taught ones. Some universities accept an English medium-of-instruction letter instead of IELTS. Basic German at A2–B1 is not required for admission, yet it matters greatly for jobs and daily life.

Studying in Germany from Pakistan costs about PKR 45–50 lakh for the first year at a public university, of which PKR 38 lakh is the blocked account that pays your living costs. Rent changes the budget most. A room in Munich, Frankfurt or Hamburg often costs €600–€900 a month, while Leipzig, Chemnitz, Magdeburg or Kleve can be €300–€450. How do you apply to a German university from Pakistan?

Applying to a German university from Pakistan takes eight steps: confirm your route, shortlist courses, convert your grade, attest documents, take a language test, apply through uni-assist or the university portal, accept the offer, then arrange the blocked account and visa. Start 10–12 months before the semester, because embassy appointments take time.

When are German winter and summer semester deadlines?

German universities have two intakes: the winter semester starting in October, with most deadlines between 31 March and 31 May, and the summer semester starting in April, with deadlines around 15 January. Winter offers far more English-taught courses. Pakistani students should apply early, because uni-assist checks take four to six weeks.

Some popular courses close as early as 15 January even for winter entry. Can you work during and after a German degree?

Yes. Pakistani students in Germany can work 140 full days or 280 half days a year, or up to 20 hours a week during lectures, and without limits in semester breaks. After graduation, an 18-month job-seeker permit allows any work while searching for a qualified job, which then leads to an EU Blue Card or skilled worker permit.

Part-time work while studying

Student jobs (Werkstudent roles, campus assistant posts, restaurants and logistics) usually pay the German minimum wage or more. Werkstudent jobs in IT and engineering are the best, because they build experience for the later Blue Card.

Graduates apply for the 18-month permit at the local foreigners office before the student permit expires. A qualified job then converts into an EU Blue Card or work permit, which usually takes three to four months to issue. Settlement becomes possible after 21 months with B1 German.

Tuition is free at most German public universities, so Pakistani students pay only a semester contribution of about €150–€400. Can I go to Germany directly after FSc?
