HEC degree attestation is the Higher Education Commission's online confirmation that a Pakistani degree and transcript are genuine. Most universities and embassies abroad ask for it, from uni-assist in Germany to Swedish and Turkish universities. In 2026 the process is fully paperless and costs Rs 3,000 per document.

What is HEC degree attestation for study abroad?

HEC degree attestation is the Higher Education Commission's verification that a degree, transcript or provisional certificate from a recognised Pakistani university is genuine. HEC confirms the record with the university and issues an e-Attestation certificate. Universities, scholarship bodies and embassies abroad rely on that certificate when Pakistani students apply.

Attestation does not change grades or convert a CGPA. The certificate only confirms that the university really issued the document to the named student.

Two bodies share the work in Pakistan. HEC attests university-level documents, and the Inter Boards Coordination Commission handles Matric and FSc, explained in the IBCC equivalence page.

Which countries and universities ask for HEC attestation?

Germany, Sweden, Finland, Italy, Hungary and Turkey commonly ask Pakistani applicants for HEC-attested degrees and transcripts, and many embassies check them at the visa stage. Which documents do you need before applying?

Applicants need a clear PDF scan of each degree, transcript or provisional certificate, a passport-size photo with a plain blue or white background, a CNIC and the exact academic details such as registration number, session and campus. Medical and nursing graduates also upload their PMDC or PNMC registration certificate.

How do you apply for HEC attestation online?

Pakistani students apply on the HEC e-services portal by creating a profile, selecting Degree Attestation, entering complete academic details, choosing the documents to attest, paying Rs 3,000 per document through the generated consumer number and tracking the application until the e-Attestation certificate appears for download.

The fee stays unverified in the portal until the bank payment reaches HEC. Applicants check that the status changes to Submitted after paying.

How much does HEC attestation cost and how long does it take?

HEC charges Rs 3,000 per document, so a degree plus transcript costs Rs 6,000 before any bank charges. Processing time depends on how fast the university verifies the record, which ranges from a few days to several weeks. Students should start at least two months before their first admission deadline.

Verification time is set by each university, not by HEC alone. Older degrees and affiliated colleges often take longer, so graduates from those institutions should apply earliest.

When should you start attestation in the study abroad timeline?

Students should start HEC attestation as soon as the final transcript is issued and at least two months before the first application deadline. German uni-assist deadlines fall around 15 July and 15 January, Swedish deadlines in January, and scholarship rounds such as Stipendium Hungaricum close in mid-January.

What if your degree is from a foreign university?

HEC does not attest degrees awarded by foreign universities. Pakistani students with a foreign qualification first apply for an HEC equivalence letter on the e-services portal, then attest that equivalence letter through the same attestation system for Rs 3,000. A foreign Bachelor's needs equivalence before Master's-level steps.

Which mistakes delay HEC attestation for Pakistani students?

The mistakes that most often delay HEC attestation are spelling differences between the portal and the degree, blurred or laminated scans, selecting the wrong degree title, unpaid or unverified fees, ignoring Revision Requested notes and starting only days before an admission or scholarship deadline.
