How do DSU scholarships and income-based fees work in Italy?

DSU (Diritto allo Studio Universitario) is a regional grant that Italian regions award to students with low family income. Pakistani students apply with an ISEE parificato, a calculation based on family income and assets in Pakistan. Winners can receive a tuition waiver, a yearly cash grant, meal discounts and sometimes a hostel room.
