An MOI letter, or Medium of Instruction certificate, is an official letter from your previous institution confirming that your degree was taught and examined in English. Many universities in the UK and Europe consider it as English evidence. An MOI certificate does not replace IELTS or PTE everywhere, so each university decides.

What is an MOI letter in study abroad applications?

An MOI letter is a signed statement from a school, college or university confirming the language used to teach and assess a programme. For study abroad, the letter tells the admissions office that a Pakistani student completed a degree in English. Universities then decide whether that evidence is enough or whether a test is still needed.

Medium of Instruction certificate, MOI certificate and English medium letter are names for the same document. Universities that list it usually call it an English-medium waiver or alternative English evidence.

An MOI letter proves the teaching language, not your current English level. That difference is why some universities accept the letter and others still ask for a score from the PTE vs IELTS comparison.

What details must a Medium of Instruction certificate include?

A Medium of Instruction certificate should name the student, roll or registration number, degree title, study dates and the statement that teaching and examinations were in English. The letter must be on official letterhead, dated, signed by an authorised officer such as the Registrar or Controller of Examinations, and stamped.

  • Full name exactly as on the passport and degree.
  • Registration or roll number and the degree title.
  • Start and completion dates of the programme.
  • A clear line that instruction and examinations were entirely in English.
  • Name, designation and signature of the issuing officer.
  • Official stamp, letterhead, date and a contact email or phone for verification.

Wording matters more than design. A line such as "The medium of instruction and examination for the above programme was English" is what admissions teams look for.

Letters missing the examination line or the study dates are often returned. Ask the issuing office to include both before you collect the letter.

How do Pakistani students get an MOI letter from their university?

Pakistani students usually request an MOI letter from the Registrar or Examinations department of the university that awarded the degree. The office asks for an application form, copies of the degree and transcript, CNIC and a bank fee. Some universities, such as the University of the Punjab, publish a downloadable application proforma.

Fees and processing times differ by university and change often, so confirm them with your own office. Graduates of affiliated colleges usually apply to the degree-awarding university, not the college.

Which countries and universities accept MOI instead of IELTS?

MOI acceptance is decided by each university and often by each programme, not by a country. Pakistani students most often see MOI considered in the UK, Italy, Hungary, Malta, Cyprus and some programmes in Germany, France and Poland. Scholarships and competitive programmes more often still ask for IELTS, PTE or TOEFL.

Can an MOI certificate support a UK student visa?

For degree-level courses, a UK university can assess English itself and may accept an MOI certificate before issuing the CAS. The visa then relies on the university's assessment. A UK credibility interview is still conducted in English, so students accepted on MOI must speak confidently enough to explain their course and plans.

How is an MOI letter different from an English proficiency letter?

An MOI letter confirms the language a programme was taught in, while an English proficiency letter claims that the student can use English at a certain level. Universities trust the MOI letter more, because it states a fact the institution records. Neither letter carries the weight of an IELTS, PTE or TOEFL score.

Which MOI mistakes get study abroad applications rejected?

The MOI mistakes that most often cause rejections are letters without the examination line, names that differ from the passport, missing dates or stamps, letters from a college instead of the degree-awarding university, and assuming a whole country accepts MOI. A fake or edited letter can lead to refusal and a ban.
