A police character certificate for a student visa is a signed police letter stating that the applicant has no recorded criminal case in the district checked. Embassies and universities use it as proof of good character. In Pakistan it is issued by provincial police, usually through a Police Khidmat Markaz.
The same document is also called a police clearance certificate, non-criminal record certificate or certificate of good conduct. Chinese universities, for example, use the term non-criminal record certificate in scholarship calls.
Pakistan has two kinds of checks. The provincial certificate covers the district on your CNIC, while an FIA clearance is a national check that some employers and immigration routes ask for.

How do you get a police character certificate in Pakistan step by step?
To get a police character certificate in Pakistan, visit a Police Khidmat Markaz or district police office with your original CNIC, passport and photocopies. Fill in the form, state the purpose and country, pay the fee and keep the tracking slip. Punjab lets you apply from any Khidmat Markaz in the province.

How can students already abroad get a Pakistani police certificate?
Students already outside Pakistan can authorise a blood relative to apply with a signed authority letter, an affidavit and passport copies, including the last exit page. The other route is applying through a Pakistani embassy using the Foreign Office police character certificate form, signed before a notary.

A Pakistani police certificate is usually issued in English, so translation is rarely needed for English-speaking countries. Some embassies ask for Ministry of Foreign Affairs attestation, and China or Turkey may ask for notarisation. HEC never attests police certificates, because HEC only verifies academic degrees.
